my parents received the dependent amount last year based on the 2020 tax information but in 2021 I was not a dependent. Can I claim the credit?

Yes you get it too!  I don't think they have to paid it back either.

Yes, if you are not eligible to claimed as a dependent on anyone else's tax return in 2021 then you can claim the Recovery Rebate Credit on your 2021 tax return.
