Does credit to taxes paid to another state apply. Live in KS but work in OK. It's saying I owe significantly more to KS than I'm getting back from OK?

1) Make sure ALL of your Federal entries are fully done. Nothing in either state form is valid until everything is entered in Fed.

 

2)   Make sure you go thru the Non-resident OK tax return first, to ensure the tax kept by OK is correct.

 

3) then do the KS one last.  There is a section in there for a credit for taxes paid to Ok....but only what taxes OK "kept"  (withholding minus the OK refund),

 

Beyond that, it depends on the tax rates for the two states.  KS taxes ALL your income, not just wages.  OK can only tax your wages in OK  (or rental income for property you might own in OK...and maybe Royalties for GasOil land in OK)

That's not unusual.  There is little or no correlation between those two amounts.  What you want is for line 13 of KS form K-40 (the credit) to be approximately the same as line 26  of OK form 511NR (tax paid to OK).  The amounts are not always exactly the same.
