Does anyone else in the State of NC know what turbo tax means when it says the state transmission hasn't gone through when filing your state taxes.

NC will start processing returns February 28.

I see that the TT forms availability page still says 2/24/22 for e-file.  Does this mean we can e-file after the 24th and TT will hold return and forward after the 28th?  Or does this mean we shouldn't even attempt to e-file via TT until after the 38th?

No. You can file your federal return.
