Do you have to claim your state refund from last year on your federal tax income this year

IF you itemized deductions on your 2021 federal return instead of using standard deduction then you have to enter the state refund.  If you used standard deduction last year, you do not enter it.

Only if you itemized your deductions last year and claimed state taxes as a deduction. If you used the standard deduction last year you do not need to claim state refund as income this year.
