Do I still submit a DC tax return as a nonresident (residence in Virginia, fed employee in DC) if I neither have a balance due or refund amount? No DC return generated. ?

As a full-year VA resident, you do not have to submit a DC tax return. Your earnings from DC are taxable only in your home state of VA.
DC has reciprocity with all other states. If you work in DC but live in another state, your DC income is taxable only by your resident state.
