Do I not need to file a State tax if I don't meet requirements for CA and have no income or anything needing to be entered/claimed for UT?

I was a CA resident, and according to the 2017 California Tax Rates and Exemptions, my gross income was less than the amount required to file.  I moved to Utah in Nov. 2017, but have not earned any income nor received anything tax related.  Am I correct in saying I am not required to file a 2017 State tax?

Yes, if your income is below the filing requirement for either California or Utah and there is no other reason for you to file, then you do not need to file a state return for 2017.
