Do I need to file for IL tax return 1040 and NR when I live in NJ? Work in Consulting and W2 box 16 has less than $10K in "State Wages"

I am in Consulting and traveled to IL for work in 2019 for a period of time. My 2019 W2 box 16, "State wages, tips, etc." shows less than $10K.

Box 17 "State Income Tax" shows a few hundred dollars. 

Do I still need to file separate tax return for IL?  Both IL-1040 and Schedule NR?

Here is Illinois' law:

 

As a nonresident, you must file Form IL-1040 and Schedule NR if

  • you earned enough taxable income from Illinois sources to have a tax liability ( i.e., your Illinois base income from Schedule NR, Step 5, Line 46, is greater than your Illinois exemption allowance on Schedule NR, Step 5, Line 50), or
  • you want a refund of any Illinois Income Tax withheld in error. You must attach a letter of explanation from your employer.
