Do I have to file state taxes in a state I moved to but have not made any income in?

I lived in another state at the beginning half of last year and had an income there but I had to quit my job and move to another state; I have not made any income in the new state I live in.

Some states require their residents/part-year residents, to pay taxes on all income from all sources outside the state.
