Do I have to file more than my home State (CA) taxes since I worked in Utah for 3 weeks and received a W-2 that paid Utah state taxes instead of CA. If I file with Utah will Utah refund my state taxes ($163.94) since I have to pay California as well?

You will need to prepare a NON-resident Utah return and then your CA return. Make sure you prepare the UT non-resident return FIRST, before you prepare CA.
