Do I file as a resident or nonresident of Ohio?
I am in the military, my home of record is California and I pay California taxes, but I bought a house in Ohio.

If you have rental income from the house you bought then you will have to file an Ohio nonresident return. If you just bought the house as a primary residence and have no other income from a civilian job in Ohio then you do not need to file an Ohio return at all.
