The order in which the state tax returns were submitted to the states doesn't matter.
As a general rule the nonresident tax return for the state that you do not live in should be prepared before the resident tax return for the state that you live in. But most tax software will make any necessary adjustments even if the resident state tax return is prepared first. Both tax returns should be completely prepared before either one is submitted. Then it won't matter what order they are submitted in.
When you make money in another state, always prepare your nonresident state tax return first.
