Delaware efile return did not include New Jersey return and i apid to efile

I live in Delaware and work in New Jersey.  I just found out my Delaware refund has been delayed for 2 months because the efile from Turbotax did not inlclude the New Jersey return.  Delaware gives credit for taxes paid to other states.  But Delaware is claiming they did not receive the New Jersey return with the Delaware efile.  So they do not have proof I paid income tax to NJ.  The Delaware return in Turbotax is 18 pages, including the NJ return.  I spoke to Delaware and they said they received 12 pages, no NJ return.  I had to email Delaware my NJ return.  I WANT my efile money returned that i paid for Delaware.

That should say...I paid to efile Delaware.

Turbo tax did not send correct papers to Delaware. And I paid TurboTax to efile Delaware.   It did not send my New Jersey return which showed I paid income state tax to New Jersey.  I would like me efile payment returned.
