My daughter lives in Missouri. She works as a traveling nurse. A portion of 2023 (about 20 weeks) she worked in Nebraska. Does she have to file a Nebraska tax return & pay for that state software?

Yes, she would have to file a return for Nebraska as she worked there during the year. She did pay taxes to Nebraska according to her W-2 from that employer.
