I cannot find where to report out-of-state purchase amounts in order to account for the Colorado Use Tax. I have followed instructions from previous years but cannot find anything in the current software for tax year 2024. It seems the Use Tax function has been left out.

The DR 0104US - Consumer Use Tax Reporting Schedule is obsolete and should not be used for any date after tax year 2023. It is not included with the Colorado state income tax.

The old Colorado Use Tax Form was indeed removed. However, according to the current Colorado Consumer Use Tax Guide Dr 104US has been replaced with DR 0252. DR 0252 does not show up in TT.
TurboTax does not support DR 0252. You may use the Colorado Department of Revenue’s free e-file and account management system, Revenue Online(opens in new window), to file your consumer use tax return. You do not need to log in to Revenue Online to file a return.
Revenue Online will let you know which local use taxes are required based on your address and will give you the appropriate tax rates as you go through the return filing. Step-by-Step Instructions:

So, what you are telling me is that no one in the State of Colorado can use TurboTax to file their state income tax forms if they need to include the Colorado Use Tax. Is that correct?
No, you can use TurboTax to file your CO income tax return. You must file the use tax online through CO Revenue. There is a video with instructions here. See DR 0252. @Mike_G1
