We live in VA. Our son goes to school full-time in TN and works part-time. and we provide more than half of his living expenses. He had 3 different jobs in 2018. Two of them have his TN address on the W2's, one has VA. TN doesn't have a state income tax. Does he get taxed for all income in VA?

Yes, if his permanent residence is in VA then he needs to file a VA tax return. VA will tax all of his income. Even if TN had an income tax, he would still need to file a VA return if it is his permanent residence, but then he would get a credit for taxes paid to TN.
