The State Distribution Amount in Box 16 on your 1099-R applies to your Resident State, so no, you don't have to file a New York tax return.
If you did file a Resident State Return, you would report that amount there. Since you don't, you can leave that box blank when you enter your 1099-R in TurboTax.
Here's How to Enter 1099-R.
Are Boxes 14 and 17 blank on your 1099R? If so, just leave Box 16 blank when you enter your 1099R into Turbotax.

Yes boxes 14 and 17 are blank but I have already filed by Federal Income tax and it has been accepted. I don't want to do anything to my documents until I receive my refund. So do I just ignore for now or go back and amend it later and remove item from box 16.
already filed my federal taxes and they have been accepted so was surprised when a few day later i get a message from Turbo Tax to file state taxes for NY. I will need to do nothing till I receive my refund. But good to know that 2 answers say I don't need to file NY state taxes. Boxes 14 and 17 are blank.
