I currently live in Delaware and will move to Pennsylvania soon. Afterwards, I will live and work in PA. Thus, I will be a 4-month Delaware resident and an 8-month non-resident of Delaware, as well as an 8-month Pennsylvania resident. I have a few rental properties in DE, so I will still pay Delaware income tax on that rental income. Can TurboTax handle this properly so that the tax I pay to Delaware on the rental income during my non-resident period can be used as a credit on my Pennsylvania tax return so that those income will be not double-taxed?

if the question is simply can TurboTax handle multi-state returns -- then YES. However, this does mean you have to buy the software for each of the states you need to file in. Thus in your case , you buy a federal ( that includes one free state ) and an additional state.
Can TurboTax handle income from non-resident state -- yes .
Double taxation of income --- Most states allow for credit for taxes paid to another state while some allow for exclusion of income that is being taxed by another state.
Bottom line, you should have no problem preparing and filing returns using TurboTax.
