I have a 33 year old disabled son. He is claimed as a dependent on my return and I provide 100% of his support. I started a separate return for him in TurboTax just for him and told TT that he is a dependent on someone else's return and has no income; it appears to (correctly?) create a state return with the $800 refund. I think this is correct but don't know how to check? Also, does he need to file a zero dollar Federal return?

Your son is eligible for the $800 TABOR credit, based on what you describe.

There's no apparent need for him to file a federal return, but see the TurboTax Help article Do I need to file a federal return this year? for more information.
