Can I select “No one will claim John in 2016” if I was claimed on CA state return but not federal return?

Checkbox is located in the You & Your Family section where it asks “Do Any of These Apply to John?"

Can I select “No one will claim John in 2016” if I was claimed on CA state return but not federal return?

No because that question pertains to both the federal and state tax returns.  If you select that, no one besides yourself will be able to claim you as a dependent on either their 2016 federal or state tax returns after both the IRS and CA receive your tax return.  Now if someone already has claimed you in CA as their dependent and you select it, it won't matter, because the person that claimed you has probably already had their return processed, and you will not be able to claim yourself in CA.
