Can I pay my Federal and Iowa taxes through TurboTax but not my Illinois taxes due? I owe Illinois $12 and the over $40 to file through Turbo Tax is too much.

Yes, you can file and pay the federal and Iowa and do your Illinois taxes on the state site or however you planned on doing them outside of TurboTax

You would not be able to use another provider for Illinois though because you must have the states go through the same system the federal does unless you are using the actual state website.
