Can I include TX income in "portion of Ohio AGI subjected to tax by other states while you were an Ohio resident" even though TX has no state income taxes? This is asked on the OH schedule of Credits Line 28. I was a resident of Ohio but earned income in 3 different states.

NO, it is only for double taxed income to get credit for taxes paid to another state.
