Can I file my CA State return BEFORE me Federal? I owe the Fed, and have a return coming on my State

Probably not electronically. Easiest workaround would be to print the California return and file a paper copy with them to get the process started. Request direct deposit of the state refund. Delay filing your Federal return until you have the state refund in hand. If you do this now, you should have enough time to file the Federal by April 15 to make this work.
