Yes, the local tax return will be included with the state. 

TurboTax Ohio state software supports all CCA and RITA. returns, close to 300 cities and municipalities in all. Visit each agency's website for a complete listing of CCA member communities and the RITA list.

TurboTax (TT) cannot e-file a CCA or RITA return. It must be printed and mailed.

TT can also do School District (SD) returns. They can be e-filed if you choose e-file for the OH state return.
