Can I contribute to a 529 plan in 2019 (prior to 4/15) for the 2018 tax year and get the state deduction?

Unfortunately, you can't. 

Minnesota, like most states, requires that you make contributions to a qualified 529 plan by the end of the tax year -- in this case, December 31, 2018.
