Can an employer that paid my state income taxes to the incorrect state for 2018 get those taxes back from that state? Did not reside in that state.

Unfortunately, no.  However, you can file a Non-resident tax return with that state and claim a refund of the taxes withheld.  Then you will file your Resident state return and pay over the taxes you owe to them.
