California Penalty Step Missing in TurboTax 2023

In TurboTax 2023 California state part, where can I find the interview step for handling underpayment penalty? I assume it would be under the 'Other situations' section. But I do not see it there?

Much of the state interview/forms are not yet functional ... try again in February ... Watch for this screen at the end of the CA interview screens...
