California no longer has a solar tax credit, so I need to add solar electric and solar water heating to the assets list for my partially rented home, but TT just copies the list from the federal filing and I can't add anything. What to do?

Why are they not listed as assets already ? They should have been when you placed them into service ... the credit has no effect on that situation. Go back to the federal asset section of the Sch E and add them ... remember to reduce the cost basis by the amount of the federal credit taken.
