I filed my 2022 return before the decision was made on the California Middle Income Tax Rebate. I entered my 1099-MISC. I had to pay the IRS and Calf. My return was received by the IRA and the CA Franchise Tax Board. They have both received my checks and deposited them. I know that I now have to file an amended return but Turbo Tax won't have the 1040-X available until the end of the month. My question is, do I not report the 1099-MISC or report it but back it out as income in some other way?

You will back the income from the 1099-MISC out of your return.
Here is the 1040-X form with the section that you will use through the TurboTax program. There is a place to add the explanation for the change on the form.
