At this point it shows that I will owe Michigan tax, that is not correct as retired state employees on the plan I have, do not have to pay tax.

At this point it shows that I will owe Michigan tax, that is not correct as retired state employees on the plan I have, do not have to pay tax.
In the federal section, after you enter your 1099-R for your state retirement fund, you will reach the screen Where Is This Distribution From? Make sure that you select Qualified government or public pension. See the screenshot below.
