You only need to report it as federal income if you took a federal deduction for paying those taxes in 2018 (i.e., you itemized deductions in 2018) and that deduction actually reduced your federal taxes. If instead, you took the standard deduction in 2018, you don't need to include the 2018 tax refund on your 2019 tax return.
If you itemized deductions in 2018, your 2018 Federal tax return will have a Schedule A, Itemized Deductions.
I did take the standard deduction in 2018 and received a federal tax refund. Please confirm that Arizona does not require that I enter that 2018 federal refund as income?

No, the Federal refund never goes on your tax return. My previous answer assumed that you were asking about a state refund.
