Are state and local taxes deductible on the North Carolina return even if I took the standard deduction on the federal return for 2018?

Are state and local taxes deductible on the North Carolina return even if I took the standard deduction on the federal return for 2018?
You can't deduct home state and local taxes on your home state return.
If you paid state and local taxes to a non-resident state - for example if you had an out-of-state job - you could take a credit on your NC return for the taxes paid to out-of-state jurisdictions.
