Amending 2017 tax return to file for state tax

To Whom It May Concern:

I am trying to file my wife's Virginia state tax for the year 2017; however, the system is not clear on how to perform the task.  I have downloaded the TurboTax Amend 2017, the 2017 tax file and tried to follow the link to file; but, it does not take you to complete the filing of the state tax.  Please advise me on how to file the state tax.  Thank you in advance.

Amended returns must be mailed in ... once you complete the amendment process you will choose to mail in the return in the FILE tab then the correct forms & instructions will be presented in the Print Center.

Critter, looks like they need to file an original VA return, not amended...can they do that with the amend version of software?
