After my MIL's death, we received her final PERS check from the State of CA. We are Oregon residents. Do we have to file a CA return for the .49 state tax withheld?

No, you do not have to file a State of California return if the income you received is under the filing limits of the State of California, which are shown in the chart linked here:

No, you do not have to file a State of California return if the income you received is under the filing limits of the State of California, which are shown in the chart linked here:
