My company does not have a state ID for box 15, all it lists is my state.
Do i have to file this by mail or is the a way to e-file?

My company does not have a state ID for box 15, all it lists is my state.
A blank box 15 state employer ID on your W-2 should not cause a problem with your return processing at the IRS or the state revenue office. If there are no entries in 17, you may leave the entire box 15 and 16 blank, as well. If you do have entries in box 17, please see the work around below.
