Yes.

The preparation and filing (and the Turbotax fee)  of a state return is not automatic.  It's optional.  If you're having trouble doing that, first try deleting the state. See https://ttlc.intuit.com/community/taxes/discussion/deleting-a-state-return/01/1368722#M495828

If that doesn't work, contact TT support.

To contact TurboTax (TT) support:

In the search line enter some keywords or question without quotes. On the next page, skip the suggested topic links and scroll down until you see CALL US.  It should show the wait times.  Week days 5 AM - 5 PM Pacific time.  Free support is not available to Free Edition users.

At your other thread, you say: I WILL FILE STATE OF ILLINOIS TAXES ON MY OWN BECAUSE OHIO PAID ILLINOIS STATE TAXES AND I WILL RECLAIM THAT AMOUNT.

As other have suggested, it's not clear what that means.  I assume you will also file the OH return by hand.  Here's a post with a similar problem. Depending on the details of your situation, may or may not be helpful. https://ttlc.intuit.com/community/state-taxes/discussion/what-should-i-do-if-i-have-withholdings-from-two-states-but-a-portion-of-the-withholdings-from-one/00/1650001
