The input for the 529 plan deduction is in the state interview questions under the screen titled "Do you have any Personal Adjustments?".  There is a list of various items there, with one titled "College Savings Colorado or Colorado Advisor 529 Plan".  When you indicate "yes" to this question, the next screen will allow asking for specific input.

In the step-by-step interview questions "Do you have personal adjustments?" never shows up on the version of TT I am using.  How do I get that to pop up?
