Where is Delaware Schedule W? I did not work in the state of Delaware for most of 2020 due to COVID requirements and I need to be refunded taxes that were withheld.

I don't see this anywhere on Turbo Tax. It was mandated by the state that my company have out of state residents stay home. This was NOT for the convenience or me or my employer, but rather for the benefit of citizens of Delaware.

It is now February 2021 and there is no Schedule W, So does this mean I should mail my return and not e-file?

You should be able to e-file your Federal tax return while you wait for the needed form for your state to become available or you can mail your tax return. You can check on your state's availability here.
