Can you clarify the state you are trying to file?

New York. Even when I put in no ID I couldn't move forward.

FIRST...make sure you are using the right number

 

...depending on the license type...check the following pictures provided by NY:

AND, it is not the DMV ID number

BUT BEYIOND THAT !!!!

Some folks are saying it works if you enter ONLY the first three Alphabetic or Numeric characters....no more than that.
