Veteran Income Tax Exemption- Is this exemption for Federal or State Taxes?

My Husband should qualify for a Veterans Income Tax exemption.  Where do I enter this in Turbo Tax

This is a state exemption.

To enter in TurboTax, report his income as normal on your federal return.  If it is wages, enter in wages. If it is retirement, enter in retirement. 

In the state section, TurboTax will ask a series of questions to ensure the income is exempt.

it says to fill in line 9  (1)and 13  (1) on state return

I am trying to file the veteran income tax exemption. I got a letter saying to "fill in the veteran exemption on line 9 for each eligible person, and enter the total number of veteran exemption in the box on line 13" But on Turbo Tax I do not see a line 9 or 13? please help

On turbo tax I went to "Other situations that may apply to you" and clicked "military veteran" but i do not see the $6,000 reflected at the top. I'm I doing this correctly?
