Go back to the Federal section of the program.

    2. Select "IRA,401(k), Pension Plan Withdrawals (1099-R)
    3. Select "Edit" under the appropriate 1099-R form
    4. Proceed to answer through the screens until you see "Select Your State".  (You should see this after enter your details from the 1099-R, and the question asking if you are a public safety officer.

Make sure you have selected NY here.

    New York

On the next screen, you will be able to select the source of the New York retirement distribution.  Once you select your answer and input your information on this screen, it will pull into your New York return and report it accordingly.

This is not a roth distribution.  The select your state screen does not come up on this program.

Line 12 means that the distribution is state-exempt but not federal. This is retirement income is still federally taxable.
