For California residents, end of year U.S. Individual Income Tax balances due usually go to San Francisco, CA

"Went to Kansas City, MO" sounds like you did not elect to send it there, yourself.

OR, more likely and consistent with the previous sentence, if the payment was not with the original tax return, IRS delegated your case to another office. As you well know, IRS has offices in all the 50 states, but some are regional matters offices that handle matters for far away places.

Even Puerto Rico has IRS offices, and they send notices in Spanish to all over the country, in some cases.
