Illinois Schedule CR - Credit for taxes paid to other sttes

As an IL resident who works in St. Louis, MO, the IL CR schedule allows a credit to be taken for taxes paid to MO which includes both state taxes & St. Louis City taxes. TurboTax does not bring forward the St. Louis City tax into this Schedule as it should. The St. Louis taxes were entered from W-2. Why doesn't this work & how does one fix it to get the full credit allowed.

TurboTax does not automatically add the St. Louis Earnings tax to Credit for taxes paid to another state.

To add St. Louis tax, you have to create another "state" on Other state(s) income and tax summary.

Select Missouri as your state
Yes to City, County or Locality taxes?
Income Taxed by Missouri is $0 because the income has already been reported with MO state tax
Tax Paid to Missouri is the 1% St. Louis Tax from your W-2.
