I work out of state in NJ I live in PA, I pay my local taxes quarterly for PA question is do I add that amount in box 18 manually on W2 local wages?

No. Please do not change the information that appears on your Form W-2. That information has already been reported to the IRS and the states by your employer.

The payments that you make quarterly to Pennsylvania are estimated tax payments. They are entered in the Deductions and Credits section of TurboTax. Scroll down to Estimates and Other Taxes Paid, click Start next to Estimates, and enter your payment amounts.
