Question

I lived in DC and VA last year and worked only in DC. Taxes were only withheld in DC by my employer. Do I need to file in DC and VA as part-time resident?

Yes, you need to file a part-year resident return in both DC and VA.  DC can tax the earnings from your time as a DC resident.  VA can tax the earnings from your time as a VA resident.

You do not have to pay DC taxes on your earnings after your move to VA, because of tax reciprocity.  That portion is taxable only by VA.
