I am a Canadian who was living and working in NJ for most of 2018. In late 2018 I moved overseas. Do I need to file an NJ return and, does it need to be by mail?

Yes - You need to file a NJ part-year resident return since you had NJ-based income.  You can e-file your NJ return along with your federal.  You do not have to mail it.
