Do I have to file taxes in a state that I only lived and worked in for one month?

I moved from Texas to Connecticut in December for 2016.

You may have to file a Connecticut return if you had Connecticut income.  Prepare the return as a part-year return, and if the result is zero, you will not need to file.  (If you have to pay taxes you will have to file, if you get a refund you can choose to file but probably would want to.)
