  1. The North Carolina Dept of Revenue online payment system can be found here. Complete the fields and then select Next from the bottom options. The rest of their payment options (check, etc.) can be found here.
     
  2. You can request an installment agreement (payment plan) for your tax due here (scroll down to the bottom), and there are drop-downs to learn more info about qualifying - it looks like they make you wait until the bill is already in collections, for example.  
     
  3. If you can't pay in full, there's nothing stopping you from just sending/making a partial payment. If they send it to collections, then you can request a formal installment agreement. It's better to try and pay something than nothing, when dealing with the tax authorities.

@MelindaS1 is correct.  You can't be proactive and set up a NC Payment Plan.  You have to file your tax return and then wait for a letter stating you have not paid.  In that letter they will explain how to set up the payment plan.
