Question

CA State return indicates I am ineligible for electronic filing because of zero values in Fed form 1040 (total income, adj gross income, tax, etc.). Only have SSA income.

If you have not filed your federal return, please try this workaround.
If you are getting a message that you do not need to file a return or cannot e-file a return because you do not have income, there is a work around to allow you to e-file the return.

  1. Click on Wages and Income, on the left menu
  2. Scroll down the list to the Investments and Savings
  3. Select Start or Revisit for Interest on 1099-INT
  4. Select Yes
  5. Scroll down to I'll type it in myself
  6. Enter $1.00 interest from your bank as income.  This will then give you income to trigger the ability to file, but should not affect your return amounts.

(Note: Financial institutions are not required to issue a Form 1099-INT if the interest is less than $10.00, so this will not conflict with any reporting from the bank to the IRS)

If you have already filed your federal return then you can still file by mail with California. When you print out the return, it will give instructions to sign the return and a mailing address.
