Question

Alabama Department of Revenue is saying I owe them money for 2019 state taxes. I paid this through Turbo Tax. How do I show them proof of this?

Your only proof that you paid your state tax is your own bank/credit card record.  TurboTax never knows how, when or even if you paid your tax due.  How did you think you paid (or that TT paid?)

Your state tax due cannot be paid from your federal refund.

It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund.  The federal and state treasuries are completely separate from each other.  You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other.  It is not.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

I chose the option to pay using Direct Debit. (use direct debit for state tax payment) That is what it says on my 2019 tax returns. The whole point in me paying to use Turbo Tax service is for you to file and get the payment done for me. I shouldn't have to be dealing with Al department of Revenue right now. I should get a refund for my state filing.

Sorry---but you must not have read carefully. enough.   Very few states will accept direct debit as a payment method, although the IRS will do that for a federal tax due.  If you print and read the filing instructions that are part of the pdf of your return it tells you how to pay your state tax due.  Sadly, this was a user error, and you still need to pay the state.
