I got a 1099-MISC in a consolidated Ameriprise tax package with $29.68 on line 3. I don't know where the amount came from. Can I omit that form since it's less than $600?

I am not self-employed but the program takes me toward a Section-C, which is not applicable.

No.  You must include all income from all sources if you are filing a tax return.  The less than $600 applies to the payors need to issue the form, not your requirements to report it.

If this is for something that is not related to something like services performed for money, then when asked if it involved work that's like your main job, say no.  Then answer that it did NOT involve an intent to make money. This will have it reported as ordinary income instead of self-employment income.
